PRELIMINARY STATEMENT.
This "portal of participation"
is inspired by the general government policy principles
of the Municipality of Marghera and in particular by
the institutive process of the new Delegations of Zone.
The program is set in continuity with the distance of
increase of the local institution, where maximum attention
will be paid to the peculiar value of the Municipality
of Marghera: the Participation. Joined to fundamental
Political and Organizational functions, the Participation
gives life to the so-called "POP” model,
that is translated in a concrete program of 34 aims,
finalized to the development of a system of government
set up on the quality principles. The model heads to
optimize and to integrate functions "POP"
in an optical of continuous and dynamic improvement
between the Municipal level and the Communal one.
In its initial stage, the constitution
of the Delegations of Zone has taken advantage of the
support of European Plan LHASA, that aimed at the territorial
development of the quality of life and at the realization
of social inclusion, through distances of formation
and encounter between the various social bands of the
citizenship.
The participation, in Marghera, is
intended to be a priority in order to assure nearness
and proximity to all the citizens (both residents and
those who are permanently living in the territory for
study, work or for other reasons). The participation
is intended to be a live and communitarian one in the
optical of the subsidisation, conceiving the praxis
of the delegation like ability to give responsible and
effective answers, but also ability to analyze needs
and organize them to realize a programme participated
with a sustainability criteria, so as to optimize times
and resources available. On such fundamental value the
Municipality of Marghera confirms the investment on
the institution, which is born and grown out by the
strong territorial request of participation. The local
political class has thrown itself in this process with
responsibility and has taken the opportunities given
by the progressive reform of the Common Decentralization
of Venice, which begun in 70’s.
The "portal of participation"
will be a “laboratory” and a place of encounter
of all the experiences made until now and experiences,
which will be realized in future. A container in which
to find ready made jobs, results of the territorial
researches, occasions for encounters and comparison
between citizens, the idea of pushing for development
of a particular territory, made of thousands of different
realities, thousands of various spirits, who want, but
not only, a truly sustainable city.
THE LOGO
The symbol of the participation is
made up of a heart with a “é (is)”
inside that represents the being of a person, extendible
also to whichever material and immaterial thing. Over
the heart the word “Marghera”, that has
been designed on inspiration of the Catalan artist Mirò.
The development of this "idea heart" is characterized
by many various shadings of city and productive colour
that emphasize the various spirits of the city. What
happened in Barcelona, where the actual reconverting
and regeneration seems to be guided from the passion
for the art and the shapes of Gaudì and Mirò,
is our inspiration model.
THE MADE JOB
The Delegations of Zone were created
in January 2006. They are made of 245 volunteers, who
have joined the Municipality to create work groups who
know the territory perfectly well, and have to analyze
the peculiar aspects, problems, and the transformations
that happened in the time and the priorities that will
be made in the near future in order to improve the quality
of life. From the first page of every section dedicated
to the single Delegations of Zone one can access the
tables that have been realized at the end of a research
and exposed as first step on the way that will bring
the citizens closer to the institutions than before.
AGENDA
From the first page of the single Delegations
of Zone one accesses a section in continuous up date.
Here is the agenda of the activity of the Delegations:
territorial appointments, public encounters, and the
most important assemblies. In the future there will
be a section dedicated to the press (local, national
and international), with articles about Marghera. An
attempt will be made, to give Marghera a proper image
that needs more attention, from those who live and work
in this town. The Delegations of Zone are already headed
in this direction.
